Atlus recently released a Persona 5: The Royal FAQ and in that, they reconfirmed that the game will be exclusive to PlayStation for the time bring as they have no plans to bring the game to any other platform. This might come as a shock to some as Persona 5 Scramble: The Phantom Strikers was announced for PS4 and Nintendo Switch as well as Joker making an appearance in Super Smash Brothers: Ultimate. No mainline Persona game has left PlayStation in terms of consoles though, with the first title in the series releasing on PC back in the day.
Persona 5: The Royal will launch exclusively on PS4 in 2020 with PS4 Pro support. Persona 4: Golden’s director will also return for the new title.
