This is all speculation and rumors, they might not be correct.

    Redditor known as u/JackOLantern1982 (which is now deleted)  rumored that in this game you play as a wannabe drug lord named “Ricardo” set in the 1970’s-1980’s. It has been in development since 2012 and is set in Vice City AND another fictional location based on Rio De Janeiro. It is thought to be heavily inspired by the hit Netflix show “Narcos.” There is only one playable character who will be male and not female which some other leaks stated. You’ll start off as a grunt doing cocaine runs from Vice City to the new other city before you make connections and contacts with big time drug lords. There will be multiple cities and a huge prison in the middle that will play a good part of the game. It will have a chapter system like Kill Bill or Red Dead Redemption 2. The weather will also play a part in the game rather than just being a pretty detail, you’ll encounter hurricanes, floods, etc. The world revolving around you will age along with you, rare classic cars will be worth more and more after time. There will be a full economy. You will get the chance to work for a young Martin Madrazo and his father. The weapon mechanics will also be very different, rather than in GTA V where you had your whole arsenal on you at all times, you’ll only have a few arms on hand and you can store other things in your car. If you wear body armor it will be visible and not an invisible barrier like in GTA V. There will be a lot of subtitle reading if you don’t know Spanish, the creators wanted the characters to speak their native language, making it more realistic and immersive in the game. There will be real world events happening, like discussions of HIV and immigration crisis going on then. There will also be a fictional Fidel Castro. This will only be next gen, not ps4 or xbone
